Sustained investment and foresighted policy initiatives meant that the UAE and Abu Dhabi had developed a modern and effective public health system prior to the pandemic, supported by a growing number of private operators offering complementary services. When Covid-19 reached the country, SEHA and other health stakeholders were able to scale up testing and treatment capacity rapidly, aided by data-led solutions such as a locally developed test-and-trace application, which warned residents about close contact with confirmed cases of Covid-19. After playing a key role in clinical trials, the UAE has achieved and maintained the world’s highest per capita rate of Covid-19 vaccination, which has enabled policymakers to reopen key industries and revitalise the economy. At the same time, the pandemic has accelerated digital transformation and strengthened the innovation ecosystem in the health care industry, and the UAE and Abu Dhabi are now well placed to cement their status as global centres for life sciences and medical tourism.
